Overview

TSDAC advises DRPT in the development of a distribution process for transit capital and operating funds. Pursuant to Virginia Code § 33.2-214.4, DRPT and TSDAC shall develop a process for the distribution of the funds allocated to them from the Commonwealth Mass Transit Fund.

Pursuant to Virginia Code § 33.2-214.4, TSDAC meets annually and consists of two members appointed by the Virginia Transit Association, one by the Community Transportation Association of Virginia, one by the Virginia Municipal League, one by the Virginia Association of Counties, and three by the Director of DRPT. TSDAC consults with interested stakeholders, holds at least one public hearing annually, and reports its findings to the DRPT Director.

Public Comment

The Virginia Department of Rail and Public Transportation is accepting public comments on proposed changes to the MERIT (Making Efficient and Responsible Investments in Transit) operating and capital assistance programs and the Transit Ridership Incentive Program. The 45-day public comment period begins August 3, 2026.
